INTERNATIONAL SPEAKING & DIGITAL GOVERNMENT
Making municipal development services more accessible through technology
In December 2024 and again in December 2025, Adam Kozakiewicz presented at I³ — Innovate. Ignite. Impact., a conference in Nadi, Fiji that brings local-government leaders together to explore digital service delivery, governance, automation and more effective municipal operations.
At both the December 2024 and December 2025 conferences, Adam presented on Government Frameworks’ FARMER permitting platform. Drawing on his experience as a municipal Chief Administrative Officer, he discussed how digital development applications, permit management and inspection workflows can streamline administration and improve service to residents, builders and businesses. His identification of FARMER as the platform he presented is based on his direct confirmation as the presenter.
2025 session: Green Light to Build — Smarter Permits for Smarter Cities
At the December 2025 event, the program included a Town of Two Hills case study on smarter permitting and digital planning-and-development processes. Adam presented the Government Frameworks FARMER permitting platform, explaining how digital tools can help municipalities organize development applications, permitting and inspection processes rather than rely on disconnected forms and manual tracking.
Conference: I³ Innovate. Ignite. Impact. Location: Crowne Plaza Fiji Nadi Bay Years: 2024 and 2025.

Why this matters for small communities
- Better access to development and permit information for residents and investors.
- More consistent application intake, workflow tracking and records.
- A more transparent path between municipal policy, staff administration and public service delivery.
- Technology decisions grounded in the budget, staffing and capacity of rural municipalities.
