Adam Kozakiewicz at a professional event.

Local knowledge. Lasting public value.

I am Adam Kozakiewicz, CFP®, Founder & CEO of GoldenZone Consulting, and a former municipal chief administrative officer with a background spanning public service, finance and information systems. Selected projects

Projects delivered with councils, municipal teams, funders and community partners. Where a project continued beyond my tenure, the timeline below distinguishes my involvement from its later completion. 01 / Salay Prayzaan at Métis Crossing

Smoky Lake partnership and funding phase · 2020

During my tenure as Town of Smoky Lake CAO, I worked with Métis Crossing on the solar partnership involving the Town, Smoky Lake County and the Métis Nation of Alberta. MCCAC’s 2020 announcement names me as CAO and records a $3.9 million funding award. The project was completed in 2024, after my Smoky Lake tenure, and won the 2025 Emerald Award in the Energy category on June 5, 2025, as confirmed by the Town of Smoky Lake.

The completed project’s MCCAC report lists 6,163 kW of installed capacity and estimated annual electricity cost savings of $800,000. These are project outcomes reported by MCCAC, achieved through the collective work of the partners.

02 / Smoky Lake municipal solar

Completed during my CAO tenure · 2021

A 168.96 kW ground-mounted solar installation brought renewable generation to municipal operations. MCCAC records a $143,616 rebate toward the $366,598.69 project. The mayor’s published account specifically identifies my involvement as CAO in connecting the opportunity with the Town.

This project demonstrates how grant funding and practical partnerships can reduce the long-term cost of municipal services.

03 / Two Hills arena energy improvements

Town of Two Hills · CAO, 2023–May 2026

My résumé identifies solar and ice-plant upgrades as part of a $2.1 million arena improvement initiative. MCCAC independently documents the solar component as completed in 2026: 336.96 kW of capacity, a $185,328 rebate and an estimated $94,009 in annual electricity savings.

The solar component’s reported project cost is $665,763. This is distinct from the broader arena improvement budget described in my résumé.

04 / Regional GIS and municipal infrastructure

My résumé records $1.2 million in Alberta Community Partnership funding, regional GIS work and a successful Alberta Municipal Water/Wastewater Partnership application for the Smoky Lake reservoir. These initiatives connect better information, grant development and capital planning with reliable public services.

Additional résumé projects include ACP-supported municipal feasibility work in Willingdon, policy and bylaw redevelopment, capital planning and municipal financial reporting. While serving as CAO of Two Hills, I also oversaw municipal firewall and IT operations; my earlier seven years as an Information Systems Analyst at the Legislative Assembly of Alberta inform my approach to public-sector technology.

05 / Smoky Lake municipal internet service provider

During my 2016–2022 tenure as CAO, the Town of Smoky Lake launched and operated a municipally owned fixed-wireless internet service. Council authorized initial broadband implementation in 2019 and adopted a wireless service bylaw in 2020. In 2024, after my tenure, MCSnet announced a partnership involving three Town tower locations and a transition for existing municipal subscribers. I also worked on a separate CRTC Broadband Fund application for a proposed fibre-to-doorstep project; public records do not establish that the proposed fibre network was completed. Alberta HUB: a regional perspective

Former Vice Chair · Northeast Alberta regional economic development

I served as Vice Chair of Alberta HUB, bringing a municipal perspective to regional economic development. The November 29, 2013 board minutes record my election representing the Town of Vegreville.

Contemporaneous reporting of HUB’s 2013–14 strategy identifies four priorities: investment attraction, infrastructure assessment, entrepreneurship and business support, and community readiness. My governance role sits within this shared regional agenda.
